Progress note 03

Public capital allocations and institutional support

Three direct government allocations, totalling more than KES 229 million, fund the rehabilitation programme.

The Government of Kenya is directly funding the restoration of TDIP infrastructure: KES 148.64 million for rebuilding the perimeter dykes and flood-proofing the main intake; KES 21.00 million for emergency de-silting of the primary feeder canals and overhauling the water control gates; and KES 59.65 million for secondary canal expansion, community outgrower intake points and preliminary hydrological surveys for Polder 2.

Together these allocations come to more than KES 229 million of public capital committed before any private commercial capital is added, a clear sign of institutional support for the project.

This is the public half of the blended-finance structure. Concessional and public capital pays for shared infrastructure, while commercial equity and debt pay for the operating assets that earn revenue.
